Simulating a Motor Vehicle Insurance Identification Card: N.J.S.A. 2C:21-2.3
N.J.S.A. 2C:21-2.3 sets forth:
a. A person who knowingly produces, sells, offers or exposes for sale a document, printed form or other writing which simulates a motor vehicle insurance identification card is guilty of a crime of the third degree (punishable by a term of incarceration between 3 and 5 years in New Jersey State Prison). In addition to any other penalty imposed, a person convicted under this section shall be ordered by the court to perform community service for a period of 30 days.
b. A person who exhibits or displays to a law enforcement officer or a person conducting a motor vehicle inspection pursuant to chapter 8 of Title 39 of the Revised Status of a falsely made, forged, altered, counterfeited or simulated motor vehicle insurance identification card, knowing that the insurance identification card was falsely made, forged, altered, counterfeited or simulated, is guilty of a crime of the fourth degree (punishable by a term of incarceration up to 18 months in New Jersey State Prison).
c. A person who possesses a falsely made, forged, altered, counterfeited or simulated motor vehicle insurance identification card, knowing that the insurance identification card was falsely made, forged, altered, counterfeited or simulated, is guilty of a disorderly persons offense (punishable by a term of imprisonment of up to 6 months in the county jail).
